Limited Operations During Lapse in Appropriations

On October 20, 2025, federal courts entered Phase 2 of the Government Shutdown where all federal courts no longer had funding to sustain full, paid operations. During Phase 2, federal courts will maintain limited operations necessary to perform the Judiciary’s constitutional functions. Under the Constitution, federal judges continue to serve, but court staff may only perform excepted activities permitted under the Anti-Deficiency Act, 31 U.S.C. § 1341 et. seq.

During Phase 2, the United States Bankruptcy Court for the Eastern District of Pennsylvania will remain operational but must impose reductions of courthouse support staff and functions on certain days.  Attorneys and parties should check each judge’s individual web page and calendar for the latest information on hearings scheduled. The Court’s Case Management/Electronic Case Files (CM/ECF) is unaffected.  Payment to vendors will be paused during the lapse in appropriations.
